Digital Services
An international applicant can submit documents to Russian universities online: download the ruID app and register. Submit documents through the "University Admission Online" service.
Russia has a Unified Portal of State and Municipal Services (Gosuslugi). This service lets people use government services online. "University Admission Online" is part of this system, and access is provided through a Gosuslugi account.

Download the ruID app to your phone. The service helps foreign citizens receive digital services and notifications about applications.
Register in ruID
Use your Gosuslugi account or register in the ruID app.
Check account data
Before submitting the application, make sure your personal data is entered correctly, as in the documents that will be attached to the application.
Open the admission service
Go to the "University Admission Online" portal and use your Gosuslugi account. You can also submit an application through ruID.
Send the application and documents
Fill in the application, upload documents, check the data before sending, and track statuses in your account.

What to check
- keep the document data you will use in the application nearby;
- check the spelling of your name before applying;
- do not create several accounts for the same application.
Gosuslugi account
A Gosuslugi portal account is used to submit the application. Through it, you sign in to "University Admission Online", fill in your data, and receive messages about the review status of your admission application.
If the account is not verified, you will not be able to sign a tuition contract through the Gosuslugi system. To sign the contract, contact the selected university.
What to check
- use the same account in ruID and Gosuslugi;
- watch notifications in your account;
- university contacts are available through university search or the selected university page.
Application submission
After registration, go to "University Admission Online". You can submit an application through the ruID app; sign-in uses your Gosuslugi portal account.
Choose a university and programs, fill in personal data, and check all information before sending.
What to check
- check selected programs and study format;
- check contact details for replies;
- save a draft if you need to return later.
Documents and exams
Upload education documents and other files required by the selected university or admission basis.
Depending on the country that issued your education document, recognition in Russia or legalization may be required.
If you apply with exam results, enter available results carefully. Citizens of Belarus may use centralized testing or centralized exam results in the cases described by admission rules.
What to check
- scans must be readable and show the whole document;
- file names should be understandable;
- if a document is unclear, ask the university about its requirements.
Statuses and university contact
After sending the application, track statuses and notifications. The service shows whether the application is accepted, needs corrections, or requires additional documents.
If the university asks for clarification, respond through the indicated channel and update documents only after checking the data.
What to check
- check notifications regularly;
- do not send several versions of one document unless necessary;
- for blocking questions, contact the admission office of the selected university.
Prepare in advance
Admission basis
If you apply under an international treaty or compatriot status, prepare supporting documents.
Exam results
Enter valid exam results if you apply with them. If you do not have results, follow the entrance exam rules of the selected university.
Check before sending
- ruID is installed and opened with the correct account.
- Account data matches your documents.
- University and programs are selected.
- Documents are readable and fully uploaded.
- Admission basis and exam results are entered correctly.
- The application is sent, and statuses and notifications are checked.
